In 2013, the Supreme Court voted to strike down two major provisions of the 1965 Voting Rights Act. Arguing that 40 years of progress had rendered the need for the Justice Department to regulate the voting laws of southern states unnecessary, Chief Justice Roberts and four other justices ruled that Section 4 of the law was unconstitutional, thus rendering Section 5 also practically unenforceable. The 2016 election was the first Presidential Election since the decision and the first for fifty years where voters did not have the protections of the Voting Rights Act. A new Harvard study suggests that minority voting dropped more sharply in this election than it had in decades the impact of theVoting Right Act on minority voter turnout in presidential election.
